Request for Special Approval for Helicopters

TRPA and Douglas County plan to approve special use helicopter services for Barton Health. 

The plan is to create a new healthcare subdistrict to broaden access to regional health services and promote appropriate redevelopment in the Kingsbury Commercial Town Center.  The new proposed Healthcare Subdistrict would specify use of the area for existing and future healthcare uses and supporting services and would permit hospitals without a special use permit.  


Expansion of the town center would allow for redevelopment to include additional permitted uses beyond those currently allowed for this area (helipads and helicopters).

Helicopter Noise Levels

Helicopters can be very noisy when flying close to the ground, especially when they're approaching. The noise level can vary depending on the helicopter's flight condition and the interaction between its rotor blades:

  • Blade vortex interaction (BVI)

    This interaction creates vibrations in the air that are directed downward, which can be loud and annoying. BVI is especially noticeable when a helicopter is approaching.

  • Sound pressure levels

    During flight, sound pressure levels can range from 97.2 dB(A) at the tail to 106.5 dB(A) under the transmission gear. For example, a Bell J-2A helicopter at 100 ft can reach 100 dB.

Points of reference measured in decibels

  • 0 The softest sound a person can hear with normal hearing.

  • 10 normal breathing.

  • 20 whispering at 5 feet.

  • 30 soft whisper.

  • 50 rainfall.

  • 60 normal conversation.

  • 110 shouting in ear.

  • 120 thunder.
